
What are Sustainable Drainage Systems?
Flooding incidents across Ireland, are on the rise with many areas, including towns and cities, already at risk from periodic inundation – some for the first time.
Climate change has led to a rise in severe rainfall events, which coupled with rising sea levels, will only increase these risks. Their impact can be devastating, causing long-lasting damage to local communities, and our need to manage floodwater better is growing.
Floodwater management policies aim to protect communities, in part through containment and safe removal, but also by creating suitable spaces for it. Rainwater, however excessive, can also be a valuable source of freshwater – which is an increasingly scarce resource.
These policies are encapsulated into a philosophy on floodwater management called Sustainable Drainage Systems (SuDS). SuDS techniques are now becoming an increasingly ubiquitous feature of urban planning as the preferred way to manage surface water run-off.
The four pillars that SuDS are designed to improve are: water quality, water quantity, amenity, and biodiversity.
These systems lower the risk of flooding by controlling both flow rates and volumes of water, protecting surrounding areas, including homes and businesses, from the effects of inundation. But SuDS also clean the run-off water, removing any contaminants, thereby improving its quality.
What is a Sustainable Drainage System?
SuDS applies a variety of elements or schemes under three broad headings: open water, vegetated, and hard landscaped (both above- and below-ground).
The aim is to manage peak storm water flow rates by containing the excess flow at source before releasing it at a specified reduced rate during and after the rain eases.
The techniques are wide and varied, from green roofs, rainwater harvesting systems, soakaways, reed beds, lakes, swales, ponds and rills, to geocellular systems, tanks and oversized pipes.
Each one has a slightly different role within a SuDS scheme, to enable the efficient harvesting, infiltration, slowing, storing, conveying and treating of water run-off on (or close to) site.
As this indicates, SuDS techniques – both natural and proprietary - are frequently specified in combination rather than isolation, and any schemes that employ multiple products in a sequential process are known as SuDS Management Trains.
SuDS Strategies:
- Reduce the likelihood of pollutants reaching watercourses.
- Reduce runoff by reducing impermeable areas.
- Store runoff through attenuation.
- Allow water to infiltrate into the ground.
- Convey water slowly on the surface (where it is easy to inspect and can provide local amenity and habitat for wildlife).
- Allow sediments to settle out.
- Only then, and only if it cannot be dealt with on site, convey runoff off-site
Within a SuDS Management Train, the individual elements/techniques capture, control, treat and finally discharge the surface water, either into a water course or underground.
The decision as to which techniques should be included within any Management Train specification depends on:
· the features and constraints of the site
· the size and type of development that is planned
· the nature of the surrounding area
Effective SuDS Scheme Design
There are some important principles to bear in mind when it comes to designing an effective SuDS Scheme or Management Train.
· SuDS schemes are complex drainage systems and therefore need to be designed by qualified drainage professionals
· Designing a SuDS scheme should start at an early stage in a build to allow drainage engineers to assess and adjust the scheme to accommodate key factors such as expected loading and the available space
· A scheme should remain viable for the lifetime of the development (>100 years)
Proprietary products, either solus or in combination with natural solutions, can form an effective defence that meets with regulatory requirements, particularly in developments where space is limited.
What is SuDS Adoption?
All SuDS techniques, whether natural or proprietary must be regularly maintained and serviced if they are to remain effective over the lifetime of a development.
The term “Adoption” is used to describe when an individual or organisation takes responsibility for the management and maintenance of a SuDS system. In Northern Ireland, local authorities, water and sewerage companies (WaSCs), and private companies have all adopted SuDS.
What are SuDS Policies in NI and ROI?
In NI, surface water management policies are governed by the Water & Sewerage Act 2016 . Sections 4, 5 and 6 of the Act relate to Sustainable Drainage Systems, Refusal of Surface Water Connections and Adoption Agreements.
In ROI, because the Irish Building Regulations Part H have not yet been updated, most counties refer to the Greater Dublin Code of Practice for drainage works (Draft 6) Section 16 .
